The Russian Ministry of Industry and Trade has drawn up a list of goods that allow parallel imports, commonly known as parallel imports, including Apple, Samsung, Tesla, Bentley and other foreign brands that have withdrawn from the Russian market or stopped selling.

Reported that the list has been signed by the Russian Minister of Industry and Trade Dennis Manturov, the future need to be registered in the Russian Ministry of Justice before it can be put into practice. The Ministry of Industry and Trade confirmed the authenticity of the document to the Izvestia.

According to the list, the Ministry of Industry and Trade allows the sale of more than 50 categories of goods in the Russian market without the permission of copyright owners, including finished consumer goods, automobiles, textiles, leather goods, clothing, furs, perfumes, machinery and equipment and mobile phones.

Parallel import generally refers to importers who import products put on the market in other countries or regions to a certain country without the authorization of the relevant intellectual property right holders. The way of import is not smuggling, the product is completely obtained through legal channels, but the final import market has not been authorized or agreed by the intellectual property owner. Recently, quite a number of brands and goods of large Western companies have withdrawn from the Russian market.

                                                    Different categories are treated differently

The Ministry of Industry and Trade explained that the logic of the list is: the Ministry of Industry and Trade allows parallel import of all goods in some categories, while in certain categories, only parallel imports of individual brands are allowed. For example, in clothing and footwear, the Ministry of Industry and Trade does not specify specific brands, that is, all clothing and footwear can be imported in parallel.

In specific categories, the Ministry of Industry and Trade allows parallel imports of Apple's mobile phones, watches and headphones, as well as small devices and electronics from Samsung, Nokia, Sony, Siemens and Hewlett-Packard.

Among the car categories, Land Rover, Gyibug, Jaguar, Chrysler, Bentley, Cadillac, Tesla, Volvo, Skoda, Toyota and Nissan can be imported into Russia in parallel. There are also designated brands of auto parts, for example, only German horse brand, Michelin, Goodyear and Bridgestone can be imported.

But furniture (except vehicle seats) and jewelry are not on the list. The Ministry of Industry and Trade explained that jewelry is not of strategic importance and that Russian domestic manufacturers can fill domestic demand.
Reported that since the escalation of the conflict between Russia and Ukraine, hundreds of foreign companies have announced the suspension of sales activities in Russia, most of which are consumer goods. Experts point out that the move by the Ministry of Industry and Trade ensures the products that people need most.

Previously, some manufacturers, suppliers and traders told the Izvestia that it is not yet possible to determine the price of goods imported into Russia through parallel imports. "compared with previously copyrighted goods, some of them may be cheaper, or some may be more expensive."
